Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of contrasting events captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Immense energy is expended on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from enemy soil, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons activated: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its target.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on external assistance – a reliance that neighboring countries are clearly incapable to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new proposal from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, continue.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration works based on a assumption well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to compel Moscow to surrender the areas that it presently holds in Ukraine's south or east.
The issue is that while accepting these circumstances, American administration does minimal to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its favour.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: personal goals to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
